Position Overview: We are seeking an experienced and dynamic professional to lead our Technical Functions team within the Project Delivery Services (PDS) division for the West Asia region. The Head of Technical Functions will be responsible for overseeing and optimizing project controls, commercial management, quality assurance, risk management, and Building Information Modelling (BIM) processes across our project portfolio.

Key Responsibilities:

Project Controls and Planning:

• Lead the development and implementation of comprehensive project plans, including schedules, resource allocation, and milestones.
• Collaborate with project teams to establish clear objectives, deliverables, and performance metrics.
• Ensure effective coordination with stakeholders for necessary approvals and alignment with project requirements.

Commercial Management:

• Oversee the management of commercial aspects of projects, including contracts, procurement, and cost management.
• Guide the review and negotiation of contracts to secure favorable terms for PDS.
• Implement robust systems for monitoring project costs, tracking expenditures, and analyzing budget variances.
• Foster collaboration between procurement teams and project stakeholders for optimal supplier and contractor selection.

Reporting and Performance Management:

• Establish and maintain efficient reporting mechanisms to provide accurate and timely project information to stakeholders.
• Implement systems to monitor project progress, track key performance indicators, and report on project status.
• Lead periodic project reviews and assessments to identify risks, issues, and improvement opportunities.
• Provide strategic insights based on project performance analysis to support decision-making and risk mitigation.

Quality Management:

• Develop and oversee the implementation of quality control procedures and standards across projects.
• Ensure coordination of quality inspections, audits, and documentation throughout the project lifecycle.
• Establish and maintain robust quality management systems, including document control and non-conformance management.

Risk Management:

• Lead the identification of project risks and development of risk management strategies.
• Oversee risk assessments, maintenance of risk registers, and implementation of risk response plans.
• Ensure effective collaboration with project teams for continuous risk monitoring and management.

Building Information Modelling (BIM):

• Champion the utilization of BIM tools and processes to enhance project coordination, visualization, and collaboration.
• Drive the integration of BIM practices and standards into project delivery methodologies.
• Oversee the development of BIM models, clash detection processes, and information management frameworks.

Team Leadership and Development:

• Lead, mentor, and develop a high-performing team of technical professionals.
• Foster a culture of innovation, continuous improvement, and knowledge sharing within the department.

Qualifications:

• Bachelor's degree in Engineering, Construction Management, or a related field; Master's degree preferred.
• Minimum 10 years of experience in project management or technical functions within the construction industry.
• Proven track record in leading and implementing project control systems and processes.
• Strong understanding of commercial management, quality assurance, and risk management in large-scale projects.
• Proficiency in BIM technologies and their application in project delivery.
• Excellent leadership, communication, and stakeholder management skills.
• Professional certifications such as PMP, PRINCE2, or equivalent are advantageous.
